Highlands Community Service, Center for Behavioral Health is a

non-profit agency established in 1972. Our comprehensive services include a full array of mental health, mental retardation and substance abuse services for adults, adolescents and children of Washington County and Bristol, Virginia.

Our various programs fall within three major areas: Adults, Children & Family and Community Support Services.

Adult Services

HCS, Center for Behavioral Health offers a variety of mental health, substance abuse and mental retardation services for adults of Washington County and Bristol, Virginia. All our services focus on helping our consumers reach their highest emotional potential.

Outpatient Services consist of individual counseling with experienced professionals for a wide range of disorders. Groups are also available for dealing with bereavement, trauma and other issues. Intensive outpatient services are also available depending upon need. 

Care Coordination is often needed in which a behavioral health manager makes referrals and oversees the overall progress of a client, within the HCS organization. The care coordinator will streamline care for the fastest and most effective recovery. 

Substance Abuse for the treatment of alcohol or drug dependency is a vital program with HCS. Coordination of medically-supervised detoxification and substance abuse counseling go hand-in-hand to provide consumers with safe and comprehensive path to sobriety.

Psychiatric Support Services provide consumers with physician’s services related to their mental health needs. A psychiatrist or qualified nurse practitioner will make referrals, diagnose, approve treatment plans and prescribe medication when necessary. 

Emergency Services, Seven days a week, twenty-four hours a day, a professionally trained clinician is available to take emergency calls for any mental health, mental retardation or substance abuse emergency. Clinicians can coordinate hospitalization or other emergency care as needed.

Children/Family Services

Outpatient/Substance Abuse therapy allows children and adolescents through age 18 with behavioral health issues or alcohol/drug problems, receive the outpatient treatment they need to grow and develop into mature and healthy adults.

Care Coordination is provided to allow children experience an effective continuum of care. Care coordination assures the fastest and most complete recovery.

Day Treatment/Summer Day Treatment provides an intensive treatment and learning environment for elementary and middle school students who experience behavior problems in the normal school setting.

Behavior Intervention Services are designed for children to have caring and trained mentors. BIS mentors teach life skills, social skills, assist with learning and help build a positive self-image.

Prevention and Education Services give students and their families the knowledge and tools to establish healthy patterns, encourage drug-free lifestyles and build strong relationships.

Strengthening Families Program is a training program specifically designed for high-risk families. Parents and children participate in SFP, both separately and together. For more information about classes, click here.

Intensive In-Home Family Services provides intense services to children with emotional or behavioral disorders. Children and families receive services in the privacy of their own homes.

Therapeutic Foster Care/Respite Care supplies foster homes and families for children with severe emotional needs. Comprehensive training and financial reimbursement are included for foster families in Washington County and Bristol, Virginia. Respite care is short term and provides a “break” for parents and children in emotional crisis.

Juvenile Competency/Restoration Services ensures that children and adolescents understand legal proceedings involving their care.

Psychiatric Services are comprised of medical professionals who have experience and skill with children and adolescents. A psychiatrist or qualified nurse practitioner will make referrals, diagnose, approve treatment plans and prescribe medication when necessary. 

Crisis & Student Assistance Counselors are available to help students manage behavioral, emotional and drug and alcohol problems during school. 

Community Support

Intellectual Disabilities Care Coordination allows for people with mental deficits to realize their greatest potential, personally and within the community. Services are provided either in the consumer’s home, in the community or in an HCS agency office.
Club House

Horizons - Intellectual Disabilities Day Support includes training or specialized supervision in self-help, socialization and life skills. Our trained staff ensures consumer’s safety and growth while providing needed social interaction with others.

Family Support Services are designed to enable people with mental retardation to remain in their homes using a combination of assistance and training.

Intellectual Disabilities Residential Program assists individuals with evaluation, training and support to live on their own within their community. Services include assistance with personal care, home/housekeeping skills and financial skills.

Infant/Toddler Early Intervention Services may begin at birth or during the first months of a child’s life up to the age of two. Services are provided for children with developmental delays or conditions that would result in delays.

Recovery programs offer services with a focus on strengths and abilities that will enable people with a serious mental illness, mental retardation and/or substance abuse to live, learn and participate fully in their communities. Hope and self-determination play an integral role. Age for all recovery services is adults 18 and over.

Mental Health Supports provides independent living skills and training to people in recovery who live independently or wish to live independently.

Psychiatric Recovery at Stepping Stones is designed for people in recovery from a serious mental illness that are unable to function in the community without specialized training and guidance. Primary services include care coordination, psychosocial rehabilitation, residential supports and crisis intervention.

Employment Services enable people with mental or emotional disabilities to develop jobs skills that lead to employment.
